On December 6, China Communications News learned from the regular press conference of the Ministry of Transport that eight departments of the Ministry of Transport, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Public Security, the Ministry of Finance, the Ministry of Commerce, the General Administration of Customs and the General Administration of Quality Supervision, Inspection and Quarantine jointly issued the Opinions on Implementing the Belt and Road Initiative and Accelerating the Facilitation of International Road Transport (hereinafter referred to as the Opinions). An open, orderly, modern and efficient international road transport system is proposed to be established by 2020.
Wang Pingping, inspector of the Department of Transport Services of the Ministry of Transport, introduced that the Opinions have defined the development goals of international road transport facilitation, that is, to establish and improve the cooperation relations and working mechanism of international road transport with the major countries along the "Belt and Road", open up the economic corridors and transport channels with neighboring countries, and strive to achieve road traffic. Gradually eliminate software weaknesses and non-physical barriers that restrict the development of international road transport, reduce "inefficient" transport links of people and goods, reduce cross-border transport time and costs, and improve transport efficiency and service level.
According to the guidelines, the eight departments will work together on infrastructure connectivity, unimpeded trade, transit transportation, port customs clearance and "integration" with international rules. Work related to international road transport facilitation will be carried out in six aspects: accelerating infrastructure connectivity, improving laws and standards, improving customs clearance efficiency at ports, improving the convenient transport environment, improving the quality and competitiveness of development, and accelerating the construction of an emergency rescue support system.
To speed up infrastructure connectivity, focus on unblocking major international road transport corridors, improve the collection and distribution system of port hubs, and intensify port infrastructure construction. Relevant departments will smooth bottlenecks along key economic corridors such as the New Eurasian Land Bridge, China-Mongolia-Russia, China-Indo China Peninsula and China-Pakistan, and build a number of international road transport hubs and logistics parks integrating product processing, packaging, transportation, customs clearance and inspection. In terms of speeding up the improvement of the system of regulations and standards, the focus should be on speeding up the improvement of the agreement system on international road transport facilitation, accelerating the study of joining the relevant conventions on international road transport facilitation, improving the construction of the legal system in the industry, and promoting the integration of technical standards with international standards.
At the same time, relevant departments will vigorously promote "single window" and "one-stop operation" in customs clearance, establish a sound information sharing mechanism, and expand measures to facilitate customs clearance. To maintain the order of the transport market, streamline administration, delegate power and optimize services, and strengthen port regulation and law enforcement; To guide the transformation and upgrading of international road transport enterprises and improve their overseas operation capacity; We will strengthen the formulation and management of emergency plans and improve our ability to respond to emergencies.
At the press conference, Ministry of Transport spokesman Xu Chengguang also answered reporters' questions on the progress of 13 matters concerning people's livelihood in 2016 and the governance of vehicles.
