The Fourth China Multimodal Transport Cooperation and Development Conference, with the theme of "Promoting the Practice of China's Multimodal Transport Industry", was successfully held in Beijing from November 29 to 30, 2016. The conference was strongly supported by the National Development and Reform Commission and the Ministry of Transport. China Railway Corporation and its affiliated railway bureaus also actively participated in the conference. More than 300 people from more than 260 enterprises from 27 provinces, municipalities and autonomous regions attended the conference.
The theme of this conference is "Promoting the practice of multimodal transport industry", highlighting the promotion strategy of "it is better to take action than to sit on the road", aiming at the majority of enterprises from the perspective, promoting development through practice, breaking barriers through practice, exploring through practice, and summarizing the solution of multimodal transport suitable for China's economic development needs through practice. The participants at the meeting were overwhelmingly representatives of the business community, many enterprises are the participating enterprises of 16 multimodal transport demonstration projects jointly launched this year by the Ministry of Transport and the National Development and Reform Commission, are the main force of our country's multimodal transport. The conference discussed the situation of multimodal transport in China, construction of international logistics channels, development of multimodal railway transport, innovation of technology and equipment, transport of dangerous goods and other hot topics. The 2016 China Multimodal Transport Development Report and 2016 China Container Industry Development Report were released at the conference. The two reports were compiled on the basis of first-hand data and industry information obtained by industry associations with detailed and comprehensive contents. They are the only multimodal transport and container industry reports in China and comprehensively summarized the progress made by the industry in the past year. Rational analysis of the problems facing is an important symbol of the mature development of China's container and multimodal transport industry.
Mr. Li Huaqiang, Director General of the Integrated Transport Service Division of the Ministry of Transport, gave an understanding of the relevant policies of the Ministry of Transport to promote the development of multimodal transport. He stressed that the development of multimodal transport is in a period of strategic opportunities with great potential, mainly reflected in the improvement of infrastructure, the gradual straightening out of system and mechanism, the huge market demand space and the comprehensive implementation of major strategies. At the same time, the Ministry of Transport, together with the National Development and Reform Commission, the Railway Corporation and other units shall take comprehensive measures to promote the development of multimodal transport, including emphasizing the top-level design of the multimodal transport system and setting up typical examples, promoting the construction of multimodal transport demonstration projects, strengthening the weak points, and improving the node network and foundation of multimodal transport facilities. Focus on the construction of multimodal transport standard specification system of four aspects of content. Liu Xilong, deputy director of the Traffic and Logistics Division of the Economic Operation Regulation Bureau of the National Development and Reform Commission, introduced the current economic situation and logistics industry policy of China. He stressed that the development of multimodal transport is to give full play to the comparative advantages of different modes of transport, so that the seamless connection is of practical significance. Li Xin, Deputy researcher of Professional Transport Department, Transport Bureau of China Railway Corporation, delivered a keynote speech on the development of China Railway container multimodal transport; China Railway Corporation has supported the conference for four consecutive years, sending cadres to release the latest information on railway freight reform at the conference. At this conference, Deputy Researcher Li Xin pointed out: "In the past two years, China Railway Corporation has formulated a series of reform and development measures in promoting container transportation, and container transportation now belongs to the best development period in history." If the statistics are based on the number of carloads, the railway container traffic volume has accounted for more than 9% of the total railway traffic volume, indicating that the dividend of railway freight reform is gradually released. Wang Wei, director and researcher of the Institute of Market Economy of the Development Research Center of The State Council, delivered a keynote speech entitled "The Belt and Road Initiative and its Contribution to the Sustainable Development of the Global transportation and supply chain system", pointing out that the development of multimodal transport is an important measure to build the "Belt and Road" transportation system.
China's multimodal transport is in a promising period of strategic opportunities
At the meeting, the representative enterprises of the main camp of domestic industrial practice participated in the interaction and communication around the two mainstream multimodal transport modes, namely the railway combined transport and the hot metal combined transport. The topic gradually deepened to how to achieve business coordination and information sharing of railway combined transport and ferrometal combined transport. In terms of how to establish an effective normal cooperation mechanism, these enterprises shared their successful experience and boldly predicted the development goals of the "13th Five-Year Plan", which made the participants deeply feel that the practice of multimodal transport industry is entering the fast lane.
An important development opportunity for the development of multimodal transport is the construction of national logistics corridors. This session will set up a "Special Forum on the Development of International Connectivity". Tan Xiaoping, deputy chief engineer of Planning and Research Institute of Ministry of Transport, introduced the construction and promotion strategy of national logistics channel. At the same time, several important new international channels for international economic and regional cooperation were presented in detail. Sun Xiyong, Deputy Director of the China-Singapore (Chongqing) Strategic Connectivity Demonstration Project Administration Bureau, gave a detailed explanation on the construction concept of transportation and logistics channel and the promotion of key projects of the China-Singapore (Chongqing) Strategic Connectivity Demonstration Project. As a transnational cooperation project under the "Belt and Road" strategy, the international connectivity demonstration project conducted by China and Singapore in Chongqing was the first time out of Chongqing. The project will be an important experimental area for the development of multimodal transport. Zhao Wei, deputy general manager of Singapore Pacific Shipping (China) Co., LTD., as a representative of the Singapore participating enterprises, shared their experience in the Sino-Singapore project at the forum. Aasim, former chairman of All Pakistan Shipping Association Mr. A.Siddiqui was invited to attend the meeting and shared with the participants the significance of the China-Pakistan Economic Corridor. At the meeting, major enterprises involved in the operation of China-Europe freight trains were present for coordinated development. This conference specially opened the development forum of tank application. In June 2016, China Container Industry Association, together with the Combined Transport Branch of China Transport Association, launched the promotion of tank and container application, which has received strong support from key enterprises in the industry and relevant government departments. Wang He, Director of Container Business of China Classification Society and head of the Working group of the two associations, introduced the ideas of promoting the application of tank containers in China's transport market to the participants. Pan Nianyue, the director of Freight and Logistics Management Division of Henan Road Transport Administration Bureau, clearly proposed that we should attach great importance to the passive safety of hazardous chemical transport equipment in his speech "Research and Exploration of Promoting the use of tank Containers in the transport of dangerous Goods on roads", based on the immediate lessons of the extremely dangerous chemical accidents in Henan in recent years. Because even if the transportation enterprises put the transportation safety responsibility in place, it can not prevent the occurrence of highway rear-end collision. Once the collision occurs, only the passive equipment with higher safety performance can avoid the occurrence of tragedy. Yang Xiaohu, deputy leader of the promotion tank application working group and general manager of Nantong CIMC Tank Storage and Transportation Equipment Manufacturing Co., LTD. This paper introduces the advantages of individual safety performance of tank containers in the field of hazardous chemicals storage and transportation, and points out that 90% of the global tank containers are manufactured in China at present, but 90% of the tanks manufactured in China are supplied to the European and American markets. The application level of tank containers in China is very low, which is extremely inconsistent with our position as the world's second largest trading country of hazardous chemicals. At the same time in this forum, the participants focused on the views on the application prospect of Chinese tank and container market, the successful experience of international tank and container application, the differences in comparison with China's current environment, the key policy and environmental problems to be solved in the process of tank and container application in China's transportation market, and the government's measures to carry out in-depth exchanges and discussions.
This conference focused on the appearance of new multimodal transport equipment for the domestic logistics market. Xia Chunyu, the Container terminal branch of Yingkou Port Co., LTD., introduced the application of 40-foot half-high rigid open-top container in Yingkou Port. The design of the container is ingenious, which not only meets the requirements of ISO standard container on the size and stacking of hoisting corner parts. It can also meet the loading and limit requirements of domestic roads, railways and ships. The key is to greatly improve the utilization rate of loading, improve the loading efficiency, and have a broad application space. Dalian CRRC Container Co., Ltd. also introduced the system they are developing on the innovative equipment of multimodal transport. Zou Huisen, chairman of Beijing Tuofeng High-tech Co., LTD., showed the latest online Tuofeng piggback transport system. The system has started mass production of special vehicles, achieving zero breakthrough in piggback transport in China; Li Zhao, assistant to general manager of Xi 'an International Land Port Investment and Development Group Co., LTD., introduced the business model of multimodal transport integrated information service platform.

Since the Conference was held in 2013, organized and prepared by the Intermodal Transport Branch of China Communications and Transport Association, the conference has been able to focus on the key points of the development stages of multimodal transport and organize national and multi-perspective cooperation and exchanges. The conference brought together the outstanding multi-modal transport enterprises such as railway freight, shipping, port, road freight, integrated logistics, international freight forwarding, China-Europe freight train companies and so on. It became an exchange platform for sharing policy information and discussing cooperation ideas, which strongly promoted the development of China's multi-modal transport.
