Recently, Feng Zhenglin, deputy Secretary of the Party Leadership Group and vice Minister of the Ministry of Transport and director of the Civil Aviation Administration of China, led a working group to Shijiazhuang for investigation and held a forum on the coordinated development of civil aviation between Beijing, Tianjin and Hebei. Feng Zhenglin stressed that it is necessary to improve the air route network and airport network based on functional positioning as the breakthrough point to promote the coordinated development of civil aviation between Beijing, Tianjin and Hebei. During the investigation, Zhao Kezhi, Party Secretary of Hebei Province, met with Feng Zhenglin and his delegation and exchanged in-depth views on further promoting the development of civil aviation industry in Hebei. Jiang Deguo, Vice governor of Hebei Province attended the symposium.
The research team inspected the air and rail combined transport at Shijiazhuang Zhengding Airport, and listened to the reform suggestions on the coordinated development of civil aviation in Beijing, Tianjin, Hebei, Hebei Airlines and Hebei Transport Department from eight institutions: North China Bureau of Civil Aviation, North China Air Traffic Management Bureau, Capital Airport Group, Capital Airport Corporation, Tianjin Airport, Hebei Airport Group, Hebei Airlines and Hebei Provincial Department of Transport.
Feng Zhenglin affirmed the opinions and suggestions put forward by relevant units. He vowed to use reform and innovative thinking to promote the formation of a unified aviation market in the Beijing-Tianjin-Hebei region and support the development of the Beijing-Tianjin-Hebei city cluster by building a world-class comprehensive complex hub airport cluster. The coordinated development of civil aviation in the Beijing-Tianjin-Hebei region will be divided into two stages, from 2019 to 2019 for restructuring, and from 2020 to 2030 for comprehensive upgrading.
Feng stressed that the reasonable positioning of the division of labor among airports is the key to the coordinated development of the Beijing-Tianjin-Hebei region. Each region and airport should, according to market demand and own conditions, clarify its own functional positioning, realize appropriate misplacement of operation with other airports in the region, and guide airlines to build corresponding route networks based on functional positioning. It is the focus of the current work to relieve the non-international functions of the Capital Airport. In the collaborative integration of civil aviation between Beijing, Tianjin and Hebei, on the one hand, we should strictly control the incremental flights of non-international aviation hub functions at Beijing Capital Airport, and on the other hand, gradually relocate some regional flights from Beijing Capital Airport to neighboring airports such as Tianjin and Shijiazhuang. Improving airspace resources is the guarantee of promoting the coordinated development of civil aviation in Beijing, Tianjin and Hebei. It is necessary to fully consider the close relationship between the size of airports and airspace resources in the Beijing-Tianjin-Hebei region, rationally plan the layout, and further expand airspace resources for the coordinated development of civil aviation in the Beijing-Tianjin-Hebei region.
Feng called on all participants to strengthen coordination efforts to promote the coordinated development of civil aviation in Beijing, Tianjin and Hebei, and fully realize the synergistic effect of inward target, integrated measures, complementary advantages and mutual benefit. First, we should actively explore the mode of centralized management. Further strengthen the overall planning of the management of the Beijing-Tianjin-Hebei airport cluster, form an integrated organization and management mode commensurate with the development of the airport cluster, and realize the efficient operation and management of the Beijing-Tianjin-Hebei airport cluster. Second, we will vigorously improve the comprehensive surface transportation system. We will speed up the development of a "Beijing-Tianjin-Hebei region on track", continue to promote the development of comprehensive transport hubs with airports at the core, and improve policies for air and land transport. Third, we need to improve the policy environment for customs clearance. We will jointly promote 144-hour visa-free transit in the Beijing-Tianjin-Hebei region and integrate visa-free policies in the region.
